According to Xinhua News Agency, the Central Committee of the Communist Party of China and the State Council recently issued the Opinions on Accelerating the All-round Green Transformation of Economic and Social Development. The contents related to hydrogen energy are as follows:

Vigorously develop non-fossil energy. Accelerate the construction of clean energy bases such as northwest wind power photovoltaic, southwest hydropower, offshore wind power and coastal nuclear power, actively develop distributed photovoltaic and decentralized wind power, develop new energy sources such as biomass energy, geothermal energy and ocean energy according to local conditions, and promote the development of the whole chain of hydrogen energy. Coordinate hydropower development and ecological protection, and promote the integrated development of water and scenery. Actively, safely and orderly develop nuclear power, and maintain a reasonable layout and a stable pace of construction. By 2030, the proportion of non-fossil energy consumption will increase to about 25%.

Building green transportation infrastructure. Improve the green and intelligent level of newly-built stations, airports, docks and expressway facilities, promote the transformation and upgrading of existing transportation infrastructure for energy saving and carbon reduction, build a number of low-carbon (near-zero-carbon) stations, airports, docks and expressway service areas, and develop photovoltaics along expressways according to local conditions. Improve the infrastructure networks such as charging (replacing) power stations, hydrogenation (alcohol) stations and shore power, and accelerate the construction of urban intelligent traffic management systems. Improve the urban and rural logistics distribution system and promote the green and intelligent transformation of distribution methods. In-depth implementation of urban public transport priority development strategy, improve the level of public transport services. Strengthen the construction of city slow traffic system such as pedestrian walkways and bicycle lanes.

Build a green development standard system. Establish a carbon neutral standard system in peak carbon dioxide emissions, promote the formulation and revision of basic general standards and relevant standards for carbon emission reduction and carbon removal, and formulate standards for accounting, reporting and verification of carbon emissions of enterprises and products. Accelerate the updating and upgrading of energy-saving standards, improve the energy consumption quota requirements of key products, and expand the coverage of energy consumption quota standards. Improve the renewable energy standard system and industrial green low-carbon standard system, and establish and improve the standard of hydrogen energy "production, storage and transmission".
